Sean Penn is returning to the director’s chair with a new drama inspired by a real-life police officer who was present during the January 6, 2021 attack on the United States Capitol. The untitled project has been set up at Warner Bros., with Bradley Cooper being eyed for the lead role.
According to reports, the film will focus on the early life and personal journey of the officer rather than serving as a direct recreation of the Capitol attack itself. The real-life individual who inspired the story has not yet been publicly identified, though the officer has reportedly approved the project and is cooperating with the filmmakers.
The film is being described as “an unexpected story about friendship,” suggesting that Penn is approaching the material through a character-driven lens rather than a conventional political drama. While January 6 serves as a backdrop to the story, insiders have emphasized that the project is only tangentially related to the events of that day and instead focuses on the experiences and relationships that shaped its central figure.
Penn has written the screenplay and will also produce the film through his Projected Picture Works banner alongside John Ira Palmer and John Wildermuth. Production is reportedly targeting a mid-2027 start date.
The project marks another major collaboration between Penn and Warner Bros. The actor-filmmaker recently starred in One Battle After Another, which was produced by the studio. Over the course of his career, Penn has established himself as one of Hollywood’s most respected performers, earning Best Actor Academy Awards for Mystic River and Milk while receiving additional nominations for films such as Dead Man Walking, Sweet and Lowdown, and I Am Sam. He also won Best Supporting Actor Oscars for One Battle After Another.
Although Penn is best known for his acting work, he has also built a notable directing career spanning more than three decades. His directorial debut came with The Indian Runner in 1991, followed by acclaimed films including The Crossing Guard, The Pledge, and Into the Wild. The latter remains one of his most celebrated works behind the camera, earning two Academy Award nominations and widespread critical acclaim. His most recent directing credit is The Last Face, released in 2016.
If Bradley Cooper officially joins the project, it would add another prestige title to the actor’s increasingly impressive résumé. Cooper has successfully established himself as both a leading actor and filmmaker through projects such as A Star Is Born and Maestro. His acting credits also include American Sniper, Silver Linings Playbook, The Hangover franchise, and the upcoming Ocean’s 11 prequel alongside Margot Robbie.
The potential pairing of Penn and Cooper is particularly intriguing given their shared experience as actors who have transitioned behind the camera. Penn has publicly praised Cooper’s directorial work in the past, especially his debut feature A Star Is Born, making the collaboration a natural fit if negotiations are finalized.
The project arrives at a time when Hollywood continues to explore stories inspired by significant contemporary events. However, unlike many productions that directly dramatize historical incidents, Penn’s film appears to be taking a more personal approach, using January 6 as part of a broader story about friendship, identity, and the experiences that shaped one individual’s life.
Warner Bros.’ involvement also signals confidence in the project’s awards-season potential. Films centered on real-life figures, particularly those led by acclaimed talent both behind and in front of the camera, often generate significant industry attention. With Penn writing, directing, and producing, and Cooper potentially starring, the untitled drama is already attracting interest despite remaining in the early stages of development.
For now, many key details remain under wraps, including the identity of the officer who inspired the story and the film’s official title. But with Sean Penn returning to directing and Bradley Cooper being considered for the lead role, the project has already emerged as one of the more intriguing studio dramas currently in development at Warner Bros.
